Robert F. Leibenluft is a partner in the Washington, D.C. office of Hogan & Hartson L.L.P., where his practice is devoted entirely to antitrust matters for clients in the health care sector, including hospitals, physicians, health plans, and medical device and pharmaceutical manufacturers.

Bob earned a B.A. and graduated magna cum laude from Yale University in 1973, and is a 1980 graduate of Boalt Hall School of Law, University of California, Berkeley, where he was elected to the Order of the Coif. Upon completing law school, he worked as an Attorney Advisor in the FTC’s Office of Policy Planning, concentrating on health and antitrust matters. In 1981, he joined Hogan & Hartson and became a partner in the firm in 1989. He practiced health law at Hogan & Hartson until January 1996 when he rejoined the FTC as Assistant Director for Health Care in the FTC’s Bureau of Competition. As head of the Health Care Division, Mr. Leibenluft supervised a 25-30 person staff engaged in the review of mergers, acquisitions and joint ventures involving hospitals, physicians and other health care providers, as well as conduct in the health care and pharmaceutical industries. He rejoined Hogan & Hartson in September 1998.

Bob is currently Chair of the State Antitrust Enforcement Committee of the ABA Antitrust Section and is a Fellow of the American Health Lawyers Association (AHLA). He has served as Vice President and member of the Board of Directors of AHLA (formerly the National Health Lawyers Association) and Chair of the Health Care Committee of the ABA Antitrust Section. He speaks and writes often on health care antitrust matters, and is a member of the Bar of the District of Columbia.
