The State of Illinois is unique in the fact that there are
two coalitions working on a BTE implementation.
The
Tri-State Health Care Coalition (www.tri-statehealthcare.com)
is based in Quincy, Illinois, a small city on the state’s
western border. The coalition’s service area is a 50-mile
radius from Quincy, which includes sections of Missouri and
Iowa as shown in the table below.
Tri-State
and its member employers are working to implement the DCL
and CCL in their area. Because of the city's small size and
the coalition's access to claims data, local administration
of BTE will be handled by the coalition itself.

The second coalition in the market is The Heartland
Health Coalition (www.hhco.org),
an employer-led coalition covering central and southern Illinois,
including the cities of Peoria, Bloomington, and Decatur.
The coalition’s 48 member employers represent a total
of 360,000 covered lives in the following counties.
